An officer observed 34-year-old Joey Kevin Trahan piloting his boat in the slow speed zone of Silver Glen Springs Run around 3:40 p.m. March 23, according to an arrest report from the Florida Fish and Wildlife Conservation Commission. She smelled cannabis as he went by and saw him smoking something.

The officer initiated blue lights and watched Trahan throw what he was smoking into the water. She stopped the vessel to conduct a boating safety inspection and address the smell of cannabis, during which his movements were slow. His speech was slow and exaggerated, and his coordination and balance were unsteady. Also, his eyes were bloodshot, red and glassy with constricted pupils throughout the inspection, the report said.

Trahan was thus asked to perform field sobriety exercises, which he agreed to do. However, his performance led the officer to conclude that he was under the influence as his normal faculties were impaired. He refused to submit to a breath or urine test, the report said.

The New Hampshire native was arrested on charge of operating a vessel while normal faculties impaired. He was transported to Lake County Jail and released after posting $500 bond.
