Alleged stalker had woman’s car repossessed and cut off her phone

A Belleview man was arrested last week for stalking the mother of his children after she got a restraining order against him.

Randall Calvin Wise, 44, was charged with stalking and violating an injunction after being brought in by the Lake County Sheriff’s Office for the incidents in November. 

On afternoon of Nov. 29, an officer with the Fruitland Park Police Department responded to an undisclosed location regarding a no-victim contact order violation, according to an affidavit of probable cause out of Lake County. 

Upon arrival, the officer spoke to the female victim. She advised that she had a no-victim contact order against Wise. This was issued on Oct. 23 in Marion County through the Fifth Judicial Circuit, but he contacted her numerous times since then, the affidavit said. 

The victim contacted law enforcement about the violations, however Wise was using “text-free” numbers. When she would block the number, Wise would continue to message her on a new number generated by an app, the affidavit said. 

The victim had been put through severe emotional distress as Wise contacted people she knew  as well as trying to use the children they shared to communicate. Wise used a prank phone call website to call her from random numbers multiple times a day. She went to live with a friend, but he found out her location, the affidavit said. 

In her statement, the victim recounted incidents in which Wise called or texted her despite being blocked throughout the month of November. She could hear Wise crying and begging for her to drop the injunction whenever she picked up. When she stopped picking up his calls, he began sending text messages, the affidavit said. 

Wise sent many messages, including threats to take the dog, to commit suicide and to beat her. He took screenshots of the victim’s old Facebook and stated if she did not drop the injunction, he would post private things. Throughout the texts, Wise went back and forth between calling the victim names and stating that he was sorry and that their relationship was over. Some of the messages also referred to the son the two shared, stating that he would blame the victim if Wise committed suicide and that she would never see him again, the affidavit said. 

The victim was also told by Wise that he was tracking her using peopletracker.com. She received two screenshots of her exact location, once at a business and the next from her new location, the affidavit said. 

In the early morning hours of Nov. 29, the victim began receiving text messages throughout the night from Boost Mobile stating that she requested her number of seven years be transferred to a new carrier, leaving her unable to use her phone. When she contacted Boost Mobile Support, the operator advised her account was changed to Wise’s name, email, pin number and password. The only way for her to access her account was through him, the affidavit said. 

The victim went to a different carrier and bought a new phone and number. Throughout the day, she was told by several people in her life that Wise was calling from her old phone number pretending to be her, the report said. 

That same afternoon, Wise emailed the victim to say that he filed for an emergency hearing to modify the injunction and attached a photo of the injunction. The affidavit noted that Wise and the victim were the only ones besides the court that possessed a copy of it. 

Additionally, the victim received a call she did not answer from Wise. He left a voicemail of him crying, which she was able to attest came from him. A copy of this voicemail was given to the officer and submitted as evidence, the affidavit said. 

The victim advised she was in fear for her life, as this caused severe turmoil to the point where she could not eat, sleep or go to work. She also stated he changed the bank account information, causing her to miss a car payment because she did not have access to her finances. This caused her vehicle to be repossessed, the affidavit said. 

The officer then spoke with the victim’s friend, or the witness, that she was temporarily living with. The witness advised that since the victim filed for the injunction, she has seen the victim receive back-to-back text messages from multiple numbers, to which the victim would block the number. Moments later, the victim would get messages from a new number. Wise also contacted the witness through Facebook, sending a message calling her a “junkie,” the affidavit said. 

The affidavit noted that the victim and the witness were close friends throughout her marriage to Wise, which he was aware of. She was in fear that he would come to her house to hurt the victim, herself or her children due to his history of violence and attempts at intimidation or threats. 

Based on the evidence presented by the victim and the witness, the officer had probable cause to believe that Wise violated three conditions of the injunction, the affidavit said. These were as follows: he was restrained from harassing or threatening the victim, he was not to threaten a member of her family or household, and he was restrained from communicating with her by any means that would cause her annoyance or harm. 

Later in the evening, the officer was contacted by the victim who advised that Wise allegedly hacked into her accounts and was requesting money from people in her contacts through Cash App, the affidavit said. 

Furthermore, an email was sent to the victim with the subject titled “Whore.” The message threatened to send everyone in her contact list nude photos of the victim from her private camera roll on Snapchat. The affidavit noted that the victim did not have access to her Snapchat since Wise allegedly changed the email to the account due to it being linked to her old phone number. 

The email also included several images of the victim’s personal belongings being burned in the backyard of the home she shared with Wise. A screenshot of this was included in the case file. The victim also received a message on her personal Facebook account where Wise stated he was going to give her number back but not “after all that.” He further stated he would never contact the victim again, the affidavit said. 

The victim also provided screenshots of messages her boyfriend received on his cellphone the night of Nov. 26, one of which told him to enjoy his “sloppy leftovers.” This was followed by a picture of the injunction between him and the victim with the text “blocked,” the affidavit said. 

Probable cause was signed into effect on Nov. 30, and Wise was arrested on a warrant the morning of Dec. 1. He was charged with aggravated stalking (domestic) and violation of injunction of protection (domestic). He was held without bond at the Lake County Jail.
