Women call 911 after spotting homeless man masturbating at Circle K in Leesburg

A homeless man was arrested for exposure of sexual organs, trespass after warning, and aggravated stalking early on the morning of Dec. 17 at the Circle K gas station on Citrus Boulevard in Leesburg.

Lake County sheriff’s deputies were dispatched to the Circle K when a 911 caller reported the behavior of 36-year-old Jess Lewis Hubbard.

One deputy detained Hubbard who was in front of the store while the other deputy went into the store to talk with the woman who had placed the 911 call. While the deputy was speaking to Hubbard, he noted Hubbard had his hands inside the front of his pants and he repeatedly told the deputy that he had to urinate.

The deputy who had gone into the store confirmed that Hubbard had been trespassed from the store. A woman who had been making a delivery to the store said that while she was getting items together to take into the store, she heard a noise behind her. When she turned around, she saw Hubbard walking toward her while stroking his penis and making gestures at her. She ran into the store where the female clerk locked the door and the 911 call was placed. While the women were locked in the store, they saw Hubbard come to the front door and peer inside.

The deputies placed Hubbard under arrest for trespass after warning. When they searched him they found a 16-inch long machete in his pants. They also noted in the arrest report that Hubbard’s penis was visible, pinched between his belt and abdomen. As the deputies were transporting Hubbard to the Lake County Jail, they saw him get his hands in position so he could continue to stroke his penis. He refused to stop when ordered by the deputies. He continued to touch himself during the booking process.

Hubbard, who has a long criminal history, was booked without bond at the Lake County Jail.

On Nov. 9, Hubbard was charged with prowling when he attempted to enter a house occupied by a young girl in Tavares. Tavares officers held him at gunpoint and placed him under arrest. On Dec. 13, the state attorney dismissed the case.

On Oct. 9, Hubbard was arrested for felony battery and exposure of sexual organs when he attempted to pull a female store clerk into a bathroom.

In 2021, Hubbard was arrested by Leesburg police for making calls of a sexual nature to police dispatcher.
