A pair of Leesburg women was arrested on drug charges following the discovery of crack cocaine at a traffic stop.

Officers pulled over 35-year-old Amanda Michelle Lowery and 57-year-old Rosa Lee Taylor at 2300 Waitman Avenue for passing a stop bar around 1:10 p.m. Tuesday, according to an arrest report from the Leesburg Police Department.

During the stop, an officer noticed Lowery threw something out of the front passenger-side window. He later learned it was a clear glass pipe with burnt residue. He also discovered 0.5 grams of crack cocaine on the floorboard below where she had been sitting, the report said.

The discovery of the pipe prompted officers to remove the occupants from the vehicle and check Taylor’s driving history. This revealed she had multiple suspensions and was identified as a habitual traffic offender. Additionally, she had a prior DUI from Jan. 1, 2000, the report said.

During a search of the vehicle, a 305 cigarette pack was found behind the driver’s seat. Inside was a glass pipe with burnt residue and 0.01 grams of cocaine, of which Taylor claimed ownership, the report said.

Lowery was ultimately arrested on charges of possession of crack cocaine and drug paraphernalia (possess or use). She was transported to Lake County Jail with bond set at $3,500.

Taylor was charged with possession of crack cocaine, drug paraphernalia (possess or use) and driving while license suspended (habitual offender). She was taken to jail with bond set at $6,000. 

Her prior arrests include stealing $582 worth of items from Lowe’s in Aug. 2025, stealing five packs of steak from Publix in Sept. 2024, and stealing $250 in baby clothes from Target in June 2024.
