A resort has been found to be lacking permits and insurance for rentals including watercraft.

Officers went to the rental area of Summer Bay Resort, located at 300 Summer Bay Blvd., Clermont, at 10:30 a.m. Sunday, Sept. 28, according to an incident summary report from the Florida Fish and Wildlife Conservation Commission. They were met by 62-year-old Kathleen Ann Mills, who knew the FWC personnel from prior inspections. Since 2023, they had issued 13 written warnings to her as the representative for Club Exploria, which included PWC Safety Placard and Livery Permit. 

The 64-acre resort which includes a spring-fed lake is located less than 10 miles from Walt Disney World.

Mills opened the rental booth to show the officers her records. One of the officers pointed out she was missing the PWC Safe Operation Placard that was required to be posted, and she said she did not know what happened to it. Instead, there was a Motorboat Safe Operating Placard which was not the required one, the report said. 

The officers asked Mills for her insurance declaration page, and she could only provide one that expired in November 2024. They then asked for her Livery Permit, which was a required meant to be renewed yearly. She stated she applied by mail over a year ago and never heard anything back. She did not show them the application, though, the report said. 

Mills was subsequently issued three misdemeanor boating citations violate livery permit; a livery must have and meet insurance requirements; and any livery offering personal watercraft and/or jet boats for lease, hire or rent must display an informational poster or sign titled “personal watercraft/jet boat rental safety.”
