A Leesburg man was arrested on drug charges after being stopped on a bicycle with meth and pipes tucked into his clothes.
A deputy spotted 37-year-old Justin Lamar Hines pedaling a bicycle without working taillights in the middle of South Haines Creek Road around 2:05 a.m. Thursday, according to an arrest report from the Lake County Sheriff’s Office.

Due to it being dark out and the bike not having rear lights, the deputy conducted a traffic stop. As he turned on his blue lights, he saw Hines look back at him and immediately tuck something into his waistband with his right hand. He then pulled over to the side of the road where the deputy approached him, the report said.
The deputy then recognized Hines, who he had spoken to on several occasions. He asked what he tucked into his waistband, and Hines openly retrieved a small plastic baggie containing a crystalline substance and a metal smoking device. The substance later tested positive for methamphetamine, the report said.
A search of Hines’ person revealed a glass smoking device in his front left pocket. This device, commonly known as a “bubble,” was consistent with smoking methamphetamine, the report said.
Hines was arrested for possession of methamphetamine and drug paraphernalia. He was transported to Lake County Jail with bond set at $3,500.
