A Howey-in-the-Hills woman was charged with theft after a Walmart employee built a case for her arrest based on footage of her stealing from the store.
Police responded to a retail theft at Walmart, located at 2501 Citrus Boulevard, at about 4:20 p.m. Tuesday, according to an arrest report from the Leesburg Police Department.
The complainant explained that one of the store’s vendors, 61-year-old Kim Seeland Foley, had committed multiple retail thefts. He was able to identify her on the CCTV due to working with her often, the report said.
The complainant began showing the officer footage from the CCTV of a theft that happened on the evening of Sept. 14. The footage showed Foley approaching the self-checkout with a large bag of $29.98 dog food in the base of her shopping cart. At the top of her cart was a can of tuna and food seasoning, the report said.
Foley then grabbed the bag of dog food and adjusted it inside the cart. She scanned the tuna and seasoning but made no attempt to do the same with the dog food. She proceeded to pass all points of sale without paying for the dog food, the report said.
The complainant had multiple cases open in reference to Foley pricetag swapping and stealing other items, but evidence was not available for pickup while on the scene, the report said.
Upon conclusion of the investigation, the Illinois native was arrested on charge of petit retail theft (less than $750). She was transported to the Lake County Jail with bond set at $1,000.
