Vincent Peter Lucchese, of Clermont fell under investigation after a tip was received in February based on his image search history that led to the discovery of the graphic material.

On Feb. 18, an officer with the Clermont Police Department took control of a CyberTipline Report from the National Center for Missing and Exploited Children, according to an affidavit of probable cause out of Lake County.

NCMEC is the national clearing house for all Internet Service Providers and Electronic/Email Service Providers to report files that enter their servers that show the sexual exploitation of children. It initially receives CyberTipline Reports which document the possible sexual exploitation and/or endangerment of children. It then reviews the submissions and if they warrant further investigation assigns them a number to be disseminated to the Internet Crimes Against Children Task Force that covers the general area where the incident happened or is happening.

The ICAC Task Force then assigns the CyberTip to the specific agency or ICAC Task Force which investigates CyberTips and has jurisdiction. The affidavit noted that eight additional CyberTipline Reports were also received from dates ranging between 2022-2024 and were associated with the following report. Each of these CyberTipline Reports were submitted by the search engine “Bing,” the affidavit said.

The CT Reports indicated that a digital image file was uploaded to BingImage depicting persons under the age of 18 engaged in sexual conduct. The suspect file was detected when the user accessed BingImage and did one of two things: used the file name to search for similar files or uploaded the actual image to search for similar files. The image was uploaded from an electronic device which used an undisclosed specific IP address, the affidavit said.

Subpoenas were issued to the internet service provider, Spectrum, who leased the IP addresses used to upload files to one of its customers on the dates in question. The subscriber information for the IP addresses was given to the officer and identified as Lucchese at 2147 St. Ives Court in Clermont, the affidavit said.

On Tuesday, April 9, a drive-by surveillance was conducted at Lucchese’s address to ensure the Wi-Fi or internet network was secured, or password protected. The network was indeed confirmed to be secured. As such, the officer submitted a residential search warrant to the State Attorney’s Office for review on Friday, April 12, that was ultimately approved by a judge, the affidavit said.

On Tuesday, April 16, CPD and the Florida Department of Law Enforcement executed the residential search warrant. Lucchese’s all-in-on HP desktop, personal iPhone and three other iPhones were seized during this process, the affidavit said.

Lucchese was subsequently interviewed by the officer and FDLE agents. He admitted to having pornographic photos of children appear on his computer. Additionally, at the end of the warrant execution, the officer showed him a few of the photos from the CyberTips, which were edited to cover the genitals of the juveniles, and asked if he recalled seeing the photos. He responded that it was possible that the photos from the tips popped up on his computer, the affidavit said.

The following day, the officer got an update from FDLE stating that they began the processing and extraction of the HP desktop. On Tuesday, April 23, he responded to the FDLE office to get an update and view available information. A special agent conducted a forensics analysis on the HP desktop and a cellphone, which he was then able to review, the affidavit said.

Upon reviewing the results from the forensic analysis, the program detected about 1,600 images and videos containing Child Sexual Abuse Material, or CSAM. The 20 files that the officer reviewed and confirmed contained child exploitation material such as nude juvenile females in lewd positions or engaged in sexual acts. All were clearly under the age of 18, the affidavit said.

If bond was to be granted, the officer requested it be with conditions of no contact with juveniles, no use of a cell phone or laptop and no internet or social media usage, the report said.

Lucchese was ultimately arrested in Sarasota County and transferred to Lake County on Wednesday morning to face 20 counts of possession of sexual performance by a child. The Michigan native was transported to Lake County Jail to be held without bond. A court date was set for May 28.
