A deputy responded to a disturbance complaint at an undisclosed Leesburg residence around 9:05 p.m. Sunday, according to an arrest report from the Lake County Sheriff’s Office.

Upon arrival, the deputy met with the male victim who advised that 43-year-old Monica Denise Felton turned on his water hose without permission. This prompted him to leave his residence and confront her. A heated verbal argument ensued, wherein they used inflammatory language toward each other, the report said.

This was when Felton sprayed the victim with water. He responded by contacting the LCSO, the report said.

As the deputies examined the victim, they observed wet spots on his black T-shirt. The report also noted the floor inside his living room was wet along with the arm of the sofa that was immediately adjacent to the front door. The victim also showed a deputy footage of the incident that he captured on his cellphone, which corroborated his recollection of events.

One of the deputies then talked to Felton who appeared extremely intoxicated due to her slurred speech and the odor of alcoholic drinks coming from her mouth as she spoke. She struggled immensely with providing a chronological story, the report said.

However, Felton stated she was trying to extinguish a firepit by using the victim’s water hose. She further advised that she chose to use the hose due to her own not working. This was when the victim came out of his residence and threw a beer can at her, although she said it did not hit her, the report said.

The deputies spoke to the victim again, and he admitted to throwing a beer can at Felton. But it was only in response to her throwing a plastic cup with an unknown liquid at him, the report said.

A criminal history check later revealed Felton had a prior guilty conviction for battery from 2006. This enhanced her charge for this incident to a felony.

Felton was ultimately arrested on charge of felony battery (one or more prior convictions). She was transported to Lake County Jail with bond set at $1,000.

She has been arrested before in the past, once for attacking a neighbor who complained of loud music in Dec. 2021 and another time for attacking a neighbor with a broom handle in March 2023.
