Massive drug raid at Webster house nets 14 arrests and infant taken by DCF

Fourteen people were arrested last week when multiple units from the Sumter County Sheriff’s Office raided a home in Webster.

Deputies from the sheriff’s office’s Special Investigations Squad, the Criminal Investigations Division and the SWAT team executed a narcotics search warrant this past Thursday, May 16 at the residence, located at 9357 SW 17th Way in Webster. The search warrant was a result of ongoing narcotics-related issues stemming from the residence, culminating in a two-month-long investigation of the property and the occupants, a sheriff’s office report states.

During the execution of the search warrant, an infant was located at the residence. Dog feces and roaches were spread throughout the home, which was in “complete disarray.” And narcotics and hypodermic syringes that tested positive for methamphetamine and heroin were found throughout the house, the report says.

Due to the conditions of the residence and the drug paraphernalia throughout the home, the Department of Children and Families was immediately notified. The mother, Robin Dale Nipper, and father, Richard Austin Measels, both were arrested on scene.

Nipper was charged with possession of heroin, child neglect and possession of paraphernalia. Her bond was set at $5,000. Measels was charged possession of ammunition by a convicted felon, possession of methamphetamine, child neglect, possession of paraphernalia and possession of new legend drug. His bond was set at $16,000.

The other 12 people arrested in the raid included:

  • David Dwayne Blount: Possession of ammunition by a convicted felon, possession of heroin, possession of marijuana and two counts of possession of paraphernalia. Bond $15,000.
  • Tosha Marie Burdick: Possession of methamphetamine, possession of Psilocybin and possession of paraphernalia. Bond $5,000.
  • Katherine Michelle Comis: Trafficking methamphetamine, possession of a vehicle which was being used to traffic in a controlled substance and possession of paraphernalia. Released on $31,000 bond.
  • Ryan S. Fuentes: Trafficking methamphetamine, possession of a vehicle which was being used to traffic in a controlled substance and possession of paraphernalia. Bond $31,000.
  • Yoel Cruz Gonzalez: Trafficking methamphetamine, possession of a vehicle which was being used to traffic in a controlled substance and two counts of possession of paraphernalia. Bond $32,000.
  • Kevin Lloyd Kotwica: Possession of ammunition by a convicted felon, possession of methamphetamine, possession of Psilocybin and possession of paraphernalia. Bond $15,000.
  • Tammie Denise Messick: Possession of methamphetamine, possession of a controlled substance, possession of paraphernalia and keeping or Maintaining a drug shop (residence). Bond $6,000.
  • Richard Mark Rutterbush: Possession of methamphetamine, possession of a controlled substance, possession of paraphernalia and keeping or maintaining a drug shop (residence). Bond $6,000.
  • Christopher Michael Shirer: Two counts of possession of paraphernalia. Released on $2,000 bond.
  • Peggy Jo Shirer: Possession of paraphernalia. Released on $1,000 bond.
  • Robert Daniel Terry: Possession of methamphetamine, possession of Psilocybin and possession of paraphernalia. Bond $5,000.
  • Melissa Ann (Lovett) Woodard: Possession of methamphetamine, introduction of contraband into a correctional facility and possession of paraphernalia. Bond $5,000.

The total weight of methamphetamine recovered was approximately 16 grams. Numerous items of drug paraphernalia, including hypodermic syringes, glass smoking pipes, scales and packaging materials; numerous rounds of miscellaneous types of ammunition and approximately two grams of heroin also were seized as evidence, the sheriff’s office report says.
